Born in Wakayama Prefecture in 1938.
He won his first prize at the Shinkozo-bijutu-sha exhibition in 1968.
In 1974 he won the Shinkozo-bijutu-sha award. In 1983 he was nominated as a Shinkozo-bijutu-sha member.
In 1984, he was recommended as a member of the Japan Artists Federation.

He is also a member of the Wakayama Prefectural Artists Association, the Kishu Artists Association, and the Japan Tourism Artists Association. His solo exhibitions have been held more than a dozen times.

 

Sakai says, "As I traveled around Europe, I was very attracted to the scenery of each port. I was blown by the wind of Southern France, absorbed the scent of the tide and was excited and headed for the canvas. I hope you can feel the magnificence of the port in front of you. "
